Franklin County Legal Services is a nonprofit agency which was founded in 2002. Our mission is to provide access to legal representation, advice, and education to low-income individuals with civil legal problems in Franklin and Fulton Counties of Pennsylvania. Franklin County Legal Services provides services by appointment only.


If you would like to be screened for eligibility for our services, you may come to our office during our scheduled Application Hours. If your legal matter cannot wait until our next Application Hours, please call us at 717-262-2326.

Legal aid professionals and organizations oftentimes receive government funding for taking on cases with those who cannot afford attorneys. For the most part, funding is limited so legal aid entities can only take on a limited amount of cases. Qualifications are often rigid.
