I am a home renter, on 08/10 my electrical pole was detached from the home, so i have live wires in my yard. My landlord did not notify the correct people (light company and electrician) so on 08/28 from reports of down wires and safety concerns from neighbors Alliant energy came and shut off all power to the home. I contacted my landlord he stated he can not call a electrician until my rent is paid. I've been renting a generator at $55 a day. what can i do?

I was recently arrested in the hallway of my apartment complex for being drunk. I wanted to know what that legal being that I was at home, can they arrest me for being under the influence if I was at home. I mean they gave me time to go into my apartment and get my id but not time to put on shoes. I could have just stayed home right? They didn't have to take me to jail they could have let me stay in my apartment since I was at home right?
